Orinda will get a new city clerk on Aug. 31 after Sheri Smith announced she will retire in September following 10 years in the role.

City Manager Linda Smith appointed Joelle Fockler, currently the city clerk in Concord, to replace her, according to a city press release issued Monday, Aug. 17.

Sheri Smith has served as Orinda's city clerk since September 2016, overseeing municipal elections, supporting City Council meetings and serving as custodian of official city records. She brought more than 30 years of public-sector experience to the position.

"The most rewarding part of my career has always been serving the public," Smith said in the city's announcement. "It has been a privilege to help people feel welcomed, respected, and better informed about their local government."

City Manager Linda Smith praised the outgoing clerk's professionalism and institutional knowledge, saying Smith's work helped ensure the city's legislative processes ran smoothly over the past decade.

Fockler brings more than 20 years of municipal government experience. She has served as Concord's city clerk since 2014 and previously worked as a deputy city clerk in both Concord and Walnut Creek. She holds the Master Municipal Clerk designation and a Bachelor of Applied Science in public administration from the University of Wisconsin-Green Bay.

Fockler also served as second vice president of the City Clerks Association of California from 2021 to 2022.

City Manager Linda Smith said Fockler's background in a neighboring Contra Costa County city will provide continuity as she steps into the role.

"Joelle brings extensive experience and a strong understanding of the responsibilities of the City Clerk's office," the city manager said in the release.

The city will hold a public reception at the Tuesday, Sept. 15 City Council meeting to honor Smith. Additional details have not yet been announced.
