Lamorinda residents who want to know how often the Contra Costa County Sheriff's Office provided ICE access to individuals in county custody in 2025 will get their chance at a public forum on Tuesday, August 25, 2026.
Sheriff David Livingston's office will present data on how many times it responded to ICE Requests for Notification, which the county described as involving serious and violent offenders in custody, according to a county news release issued Thursday, July 23. The specific 2025 numbers have not been released ahead of the forum. Residents will hear those figures for the first time at the August 25 meeting.
The presentation is required under California's TRUTH Act, which mandates an annual public accounting whenever a local law enforcement agency has given ICE access to individuals in its jails.
The forum begins at 10 a.m. during the regular Board of Supervisors meeting at 1025 Escobar St. in Martinez.
Board Chair Diane Burgis, who represents District 3, said in the July 23 release that the forum is meant to build public trust and ensure conversations about immigration enforcement are "grounded in transparency."
What the TRUTH Act requires
Signed by Gov. Jerry Brown in 2016, the Transparent Review of Unjust Transfers and Holds Act (Government Code section 7283.1) requires counties to hold at least one community forum, with at least 30 days' public notice, whenever local law enforcement has provided ICE access to anyone in custody during the prior year. "ICE access" covers hold requests, notification requests, transfer requests, release-date notifications, in-custody interviews, and sharing non-public information such as home or work addresses.
All records related to that access must be treated as public records under California's Public Records Act.
Contra Costa County has held the forum annually since 2017. Last year's session, held July 22, 2025, drew roughly 80 speakers in person and on Zoom, according to Richmondside reporting at the time.

Residents can attend in person, watch live on the county's website or on Contra Costa Television (AT&T U-verse Channel 99, Comcast Channel 27, or WAVE Channel 32), or join by phone or Zoom. Call-in and Zoom details will appear in the meeting agenda, which must be posted at least 96 hours before the session.
The meeting will include real-time closed captioning and live translation through Wordly.
